The photo was taken by an unknown Japanese journalist. The stamp is from an Imperial Japanese military censor disallowing its usage. According to a Chinese website, the victims in the photo were killed by bombing/artillery, but considering the infrastructure around them seems untouched, strafing or small arms fire seems more likely.
