From what I can tell, these were taken in Richmond County, Georgia, not far from Augusta, by a photographer for the Detroit Free Press. The article in which they originally appeared is surprisingly complimentary of the system, comparing it with the “Monstrous evils” of lease-labor, and stating that “As a rule, the treatment of the prisoners . . . is humane.” I did not get the feeling that the reporter spent a lot of time on the scene before forming these opinions.
