“Federal Troops” are not allowed to conduct police activities inside the continental US, unless specifically authorized with MAJOR caveats, due to the Posse Comitatus Act.
The troops at the 1968 DNC Convention were the Illinois National Guard, which is a state militia unless it is “federalized” to support overseas military activities. When National Guard units are federalized, they then fall under the same umbrella as the US army or Air Force in that they then cannot act as a police force within the continental US.
The title is misleading, and incorrect.
