Chain gangs were used until at least the late 60s. White and Black prisoners were used on chain gangs.

This practice became popular when slavery was abolished but the southern states lacked skilled labor.
Small crimes like loitering led to life sentences for children and adults alike.
This led to a large segment of the African American population leaving the south
