EDIT – why would anyone downvote my comment? I was explaining why this is a horrendous photo. It is considered "One of History’s Most Heartbreaking Photos."

Both Japan and Germany intentionally bombed civilians in both Sino-Japanese war and the Spanish Civil War respectively. Then during WWII, the Allies decided to do the same favor on a larger scale because of the lack of technology at the time.
