This image shows almost all seats filled on the lower level and at the top of the photo you can see people leaning on the railing. The Reichstag appears to be at almost full seating capacity and perhaps even standing room only at this session.]
Say what you will about Hitler but to go from giving speeches to drunks in beer halls to this is no was feat.
