Important context here: the Moro are Muslim Filipinos who live in the islands of Mindanao. They’re the only predominantly Muslim population in the Philippines. They’ve been fighting for their self-determination since the Spanish period. And when the Americans came after the Spanish-American War, they fought back too, hence why you see this photo.

Brigadier General Jacob Smith commanded a contingent of US Marines during the suppression of the Philippines after the Spanish American War. He gave an order that:
"I want no prisoners. I wish you to kill and burn, the more you kill and burn the better it will please me. I want all persons killed who are capable of bearing arms in actual hostilities against the United States."
And he further defined that the people of the Philippines are born with "knives in their hands" and ordered that all men older than 10 to be executed. This sparked an outcry in the United States. He was ordered to retire after a trial, though the public opinion was still against him as he got off relatively lightly.
