La Villette was historically the slaughterhouse district within Paris, but over time, the large concentration of live animals being brought in, killed, disemboweled, cut up, etc was phased out and relocated out of the city. (Refrigeration and fast train/truck transport meant that you didn’t need to slaughter and butcher animals close to the population center.) I don’t know if any of the large slaughterhouses were still operating in 1982, but at some point around then, there was a huge disused area in the district and without the business and large number of workers and buyers coming in daily, the local economy was severely impacted. By the 1990s the site of the slaughterhouses had been rebuilt as a large park, major science museum and music school.
