Since I’m sure I’ll get questions let me give yall some background information. Egypt went through a very progressive and secular period up to the lates 70s so what happened? The transition from a socialist to a market economy was poorly managed and a lot of Egyptians went abroad to look for jobs including the Gulf countries. When these Egyptians came back they brought with them utra-orthodox religious beliefs that spread around the country like a disease. Another was when Sadat came to power after the socialist Nasser he wanted to weaken the Nasserist camp and released a lot of Islamist to counter them. This would ultimately be his undoing after some of these Islamist murdered him for signing the peace treaty with Israel.
Now back to the question of conservative dress from the 90s up to 2011 the majority of women were wearing the hijab some out of pressure others because of religious devotion but mostly it became the “in” thing. You can even tell because a lot of these women would wear it while wearing skinny jeans. After the overthrow of the Muslim Brotherhood (please I’m not here to debate about it) more and more Egyptian women are getting rid of it. Anyway there is no law on dress in Egypt and it is usualy been defined by what ideology is popular at the time. This picture was taken in the 60s when there was a socialist push towards modernity and where our president Nasser ushered in the golden period of the enfranchisement of women in the Arab world.
