How could they be seeing the new map of Europe when new borders hadn’t been decided yet in November of 1918?

Even though I sorta lived through a somewhat similar event (break up of Soviet Union, and layer the break up of Yugoslavia) this still seemed like such a crazy thing to have experienced. Especially since early 20th century US cities were like half immigrant.
