Two Churchill heads?
nursebeast
Top row (full tags visible): Don Bradman (Australian cricketer), Jo Grimond (British Liberal politician), Thomas Hardy (author), Richard III (king, died 1485), Winston Churchill, Edward VI (king, died 1553), "Carlyle" (can’t ID beyond that), Maria Bueno (Brazilian tennis player)
Second: Anne of Bohemia (Queen, died 1394), Ho Chi Minh, Duncan Sandys (author), looks like "C. Mackelmore," but photo’s blurry, I reckon "Matilda" (granddaughter of William the Conqueror), Roy Welensky (Rhodesian politician), Churchill again, Richard I (king, died 1199).
Third: Cilla Black (singer), David Frost (TV journalist), Stephen (King, died 1154), William Gladstone (prime minister), Charlton Heston (actor), Elizabeth Taylor (toes only, why?), Reg Butler (sculptor), cannot read name of bearded man, HG Wells (author).
Fourth: Indira Gandhi (prime minister, India), Rod Laver (Australian tennis player), George I (king, died 1727), Roger Moore (actor), Queen Anne (died 1714), Berengaria (wife of King Richard I), Queen Ingrid (of Denmark, died 2000).

Compared to the modern day Madam Tussauds – some of those are terrible. If you took the name tags off I think a lot of people would struggle to know who half of them were!

13 for me, 14 if you count Churchill twice.
