This was part of the 1919 Red Summer Riots, which saw hundreds of African American men, women, and children in towns and cities across America burned alive, shot, beaten to death, or lynched by white mobs, while thousands more had their homes and businesses looted and destroyed.
Actually the caption under the USAToday link that GlitchedGamer14 posted says "In this 1919 photo provided by the Chicago History Museum, a crowd gathers at a house that has been vandalized and looted during the race riots in Chicago."
You can tell by the short pants that most of these people are kids.
