Why would this sign be in English? In theory, wouldn’t the only English speaking folks be the American soldiers who were part of "the fighting men" referenced in the sign?

For anyone interested, if you have Amazon Prime video, there’s a program that I enjoy called "Greatest Tank Battles" that covers the Battle of Cologne in Season 3 Episode 4 – The Battle for Germany. It has video footage intertwined with interviews from soldiers who were there.
