It does look like a staged propaganda piece. The girls are pretty clean and well fed considering they are in one of the most brutal starvation sieges in modern history. Everything is lined up in good order and if they had been assembling guns from factory crates you’d probably see more grease on their hands.
My gut feeling is that these kids were nowhere near Leningrad.

While those might look like the iconic PPSh-41, that is in fact a Finnish designed Suomi KP/-31 chambered typically in 9x19mm (9mm NATO / Para). Just FYI.
