[Image is in black and white, and taken on top of a large battleship, docked at a port. There are several large cranes onboard the ship, as well as three large cannons mounted on a single turret. Above the cannons is a flag, with three vertical stripes, the two outer stripes are dark and the center is very light. Inside the light stripe is a dark square with a light cross in the middle. On top of the square is a crown. There are a large number of people in dark suits holding their right hand up in salute towrds the flag, their other hands are either to their side, or behind their back. Some of them are on a raised platform with a railing around out, and the rest are on a lower deck. There are some men in a uniform of a white suit jacket, and white hat on top of the raised platform. However the rest of the men in a white uniform are stood in formation on the lower deck. All of the men in white uniform are holding their hats in their right hand, with both their hands down by their side. Some of the men wearing the white jackets have epaulettes on their shoulders showing their ranks, others however, do not. To the left of the men in the white suit uniform, are men in more traditional sailors uniform, of a white shirt with a darker coloured (presumabely blue) neckerchief hanging off their necks over their back. They are also holding their hats in their right hand.]

Why does it look like the sailors at the left look like their shortened?
