There are a ton of photographs of dead bodies and pieces of dead bodies that haven’t been published, so I’m not sure why this particular image has been singled out.
It’s worth noting that, according to Jarecke’s Wiki page, the photo was in fact published in the Observer on 10 March, 1991. It’s also worth noting that the [Highway of Death](https://en.wikipedia.org/wiki/Highway_of_Death) slaughter took place 1-3 days before the end of the [Gulf War](https://en.wikipedia.org/wiki/Gulf_War), so even if the photo had been published the day it was taken it would have had no impact on the outcome.
