The US forbade Americans from joining the Civil War in Spain as well. It wasn’t race based.

There’s a really good book about this war called Prevail by Jeff Pearce if anyone’s interested. It’s great and this is a bit of history I never would have known about otherwise.

What about Liberia? Technically it was "colonised" by the USA, but that doesn’t count as a European power, and they were fully independent
